It is determined that the vehicle travel time of deceleration, idle speed, acceleration and constant speed at signalized intersections. According to the vehicle energy consumption rate under different working conditions, the average energy consumption model for all vehicles at oversaturated intersection of the first stop to the stop line is established. In order to verify the accuracy of the model, taking a two phase oversaturated signalized intersection as an example, and the proposed model is used to calculate the vehicle energy consumption under different traffic flow. Then the calculation results of the proposed model are compared with the results of VISSIM simulation. The result shows that the model is reasonable for research vehicle energy consumption at the oversaturated signalized intersection.
