政府购买动物防疫公益性服务现状研究 李　昂，李卫华，翟海华，张衍海，路　平，郝峰强，郑增忍，朱　琳 （中国动物卫生与流行病学中心，山东青岛　266032 ） 摘　要：为推动兽医社会化服务体系建设，本文研究了地方政府在动物防疫工作中购买服务的模式。结果表明： 政府购买服务的购买主体为县级兽医主管部门、动物卫生监督机构、乡镇政府或乡镇动物防疫检疫站等，承接 主体以疫苗生产企业、劳务派遣企业、乡镇兽医站、新型兽医服务主体、无害化处理企业、购买专门服务岗位 为主。地方多通过协商委托、招标邀标等购买形式，主要购买强制免疫、无害化处理、动物检疫等服务内容。 随着购买标准日益明晰，实施政府购买动物防疫公益性服务取得了一定成效：有效落实了兽医公益性服务职责， 培育了兽医社会化服务力量，探索了相应机制等。但同时也存在公益性服务内涵和边界有待明确，承接主体难 以满足购买服务需求，机制、服务内容及财政保障有待完善，监管工作亟待加强等问题。 关键词：兽医社会服务 ；政府购买服务 ；公益性服务 ；委托 ；招标；强制免疫 中图分类号： S851.33　　文献标识码 ：A　　文章编号 ：1005-944X （2017 ）03-0042-05 DOI ：10.3969/j.issn.1005-944X.2017.03.011 Research on Current Situation of Government Purchasing Public Services of Animal Epidemic Prevention Li Ang ，Li Weihua ， Zhai Haihua ， Zhang Yanhai ， Lu Ping ， Hao Fengqiang ， Zheng Zengren ，Zhu Lin （China Animal Health and Epidemiology Center，Qingdao，Shandong　266032 ） Abstract ：The objective of this article is to study the practices of local government purchasing public services of animal epidemic prevention ，so as to provide support for construction of the veterinary socialized service system. On the basis of study result ，buyers of such services include veterinary competent authorities ，and animal health supervision agencies at county level，as well as township governments and animal epidemic prevention and quarantine stations at township level. On the other hand ，sellers consist mainly of vaccine companies，labor service dispatch enterprises ， township veterinary stations ，some new veterinary service bodies，bio-safety disposal enterprises ，as well as those posts of purchasing specialized animal services.
