Shanghai Jiao Tong University M.A. Thesis Chapter 1 An Introduction 1.1 The significance of the research Much progress has been achieved in the internationalization of higher education institutions (HEIs) in China since the implementation of the economic reform policy and higher education reforms, and in the context of globalization. In terms of enrolled foreign students, 2009 marks a milestone in the internationalization process as the number of foreign students hit a new record high of more than 230,0001 according to the Ministry of Education (MOE), a 6.57% increase from 2008. At present, the top three countries with students studying in China are Korea, America and Japan, with America surpassing Japan last year. Meanwhile, joint cooperation and exchange programs between Chinese HEIs and foreign institutional partners have become an important component and a welcome supplement to the China’s higher education sector. It is foreseeable that the number of foreign students seeking education in China will continue to grow as a result of the Chinese government’s favorable policies. Since the first step is to get to know a university, it is common for those foreign students and other prospective students to turn to the English homepage of Chinese universities to obtain information they need as it is the most convenient medium facilitated by today’s global internet.
