第 七 届 全 国 土 木 工 程 研 究 生 学 术 论 坛 东 南 大 学 2009 基于全寿命期的招标与施工招标的比较分析 王凤鸣1，秦建2 （1. 东南大学建设与房地产系，南京 210096 ；2. 东南大学建设与房地产系，南京 210096 ） 摘 要：为更深入地理解基于全寿命期的招标的概念以及和施工招标的差异，促进两种招标在工程实践中的合理应用。首先介绍 了两种招标的含义，并分析了两种招标在招标形式、适用范围、招标文件等方面的主要特点，然后对这两种招标进行了全面的比 较。分析表明，基于全寿命期的招标指业主通过招标选择一家总承包商（或总承包联营体），由该承包商负责项目从前期的策划、 设计一直到建设甚至运营的一系列工作，从而提供一种以最终使用功能为主体的服务，而施工招标是针对工程项目施工环节对承 包商进行的选择工作，是为工程项目的阶段性任务进行的招标。基于全寿命期的招标与施工招标都是业主为选择合适的承包商而 开展的活动，但二者在招标方式、适用范围、风险分担、对承包商的要求等方面存在着很大差异，建筑企业要根据工程特点合理 选择。 关键词：全寿命期；施工招标；总承包商 Comparative Analysis of Bidding based on Life Cycle and Construction Bidding WANG Fengming ，QIN Jian (Southeast University, Nanjing 210096, China) Abstract: In order to deeply understand the concept of bidding based on life cycle and differences from construction bidding, promote rational application of these two biddings in construction practice, firstly meanings of the two biddings were given, and principal features of form of bidding, the scope of applications and bidding documents etc. were analyzed, then these two biddings were compared in an all-round way. Analysis indicated that bidding based on life cycle was a method used by the owner to select a General Contractor or general Contracting Joint Venture, who would be responsible for a series of missions like planning, engineering and construction even including operation, thereby provide a service of main body as final function. Construction bidding was also a method to select contractors for construction stage.
