In March 2003, Focus:HOPE contracted with the Upjohn Institute to develop a study design. Over the past several months, Upjohn Institute staff have conducted site visits to the Focus:HOPE campus and to agencies in Southeastern Michigan to interview key training program and loan fund stakeholders, have developed a preliminary design and had it reviewed by the project advisory committee, have reviewed substantial literatures in the areas of student loans and pr
