大学生科研创新项目研究报告 项目名称： 北京文化遗产现状及政府治理机制研究 项目类型： 重点项目 项目年度： 2013年 项目负责人： 郝易琨（学号：32011010131） 负责人院（系）： 城市经济与公共管理学院 专业（方向）： 行政管理 项目组成员： 全玲玉、张国良、高星凯、李昂 指导教师： 王蕾 副教授 教务处 制 二〇一四年 摘要 中国是一个具有5000年历史的文明古国,有着悠久的历史和灿烂的文明,有着丰富的文化和自然遗产。历史文化遗产是历史的见证，是对过去历史的回忆，是中华民族宝贵的物质财富。然而,随着社会的不断发展,城市化进程的加快,人口数量激增，历史文化遗产面临着严重的威胁,有的己经遭到破坏甚至毁灭。因此,如何切实加强文化遗产资源的保护和管理,已成为当前遗产资源开发利用中急需解决的问题。本文以五朝古都北京为例，通过政府制度创新，加强文化遗产信息收集与监管等方式，探索出一条适合北京历史文化遗产保护的道路。 本论文综合运用文献研究法、调查研究法以及系统分析法,对北京的历史文化遗产保护情况进行深入了解。通过研究找到切实可行的保护措施，加强政府对于文化遗产的保护。 关键字：政府管理，历史文化，保护机制 Abstract China is an ancient country with 5,000 years of history, has a long history and splendid culture, with a rich cultural and natural heritage. Historical and cultural heritage is the witness and memories of history, is the precious wealth of the Chinese nation. However, with the development of society, the accelerated pace of urbanization, population explosion, historical and cultural heritage is facing a serious threat; some of them have been damaged or destroyed. Therefore, how to strengthen the protection and management of cultural heritage resources has become the urgent problem in the heritage resources development and utilization. In this paper, the ancient capital of Five Dynasties in Beijing as an example, through innovating the government system, strengthening cultural heritage information collection and supervision mode, to explore a suitable road of history cultural heritage protection in Beijing. The paper uses literature research, survey research and system analysis, and deeply analyzes Beijings historical and cultural heritage protection situation. Through the research, we want to find practical measures, which can help the government strengthen the protection of the cultural heritage.
