A standardized process consisting of six steps to publish linked data is proposed. And some key issues such as dealing with multilingual values, publishing value vocabularies and publishing RDF vocabularies are analyzed in detail. In addition, the paper gives some suggestions when D2R Server is used to publish linked data. In our country, the research on linked data is still at the initial stage.
