Yan Zhe 我国抵押房地产价格评估风险及风险管理 作 者: 专 业:管理科学与工程 导 师: 摘要 房地产中介行业包括房地产价格评估、房地产咨询和房地产代理。作为这三大分支之一的房地产价格评估业,由于理论上和现实中的需要,在房地产交易、抵押、典当、保险、税收、纠纷;企业合资、合作、兼并、分立、清算;房地产管理等方面越来越突出地显示了其作用。随着土地使用制度改革和住房制度改革的进行,房地产价格评估业同时也逐渐介入了房地产金融业,为金融业开展抵押贷款业务服务。安全性是金融机构经营的主要原则之一,在金融机构开展抵押贷款业务的种种风险中,抵押房地产价格评估风险是一个不可忽视的因素。如何降低抵押房地产价格评估风险,保护金融机构和评估机构自身的利益,推动我国抵押贷款市场的健康发展,就成了当前迫切需要解决的问题。 本文立足于整个评估行业,从分析房地产价格评估行业、机构及人员的现状入手,指出了抵押房地产价格评估中现存的问题,剖析了抵押房地产价格评估中的风险及其根源,并从评估风险的对策分析、评估结果的测评、客户资信评估及盈利前景分析、评估过程的技术处理、评估风险的消化、风险损失处理及风险转移等方面建立了抵押房地产风险管理的体系。 关键词: 抵押房地产价格评估,房地产价格评估机构,房地产抵押贷款,评估风险,风险管理 Risks in Mortgaged Real estate Appraisal and Risk Management Author: Xiao Yan Major: Engineering Management and Science Tutor: Prof. Yan Zhe Abstract Real estate agencies include real estate appraisal, real estate consulting and real estate agent. As one of the main embranchments, real estate appraisal shows its more and more function in real estate dealing, real estate mortgage, pledge, insurance, tax, dispute; joint venture, combination, split and liquidation; real estate management and so on, according to the need in theory and in practice. As the reform in land-using system and housing system carrying through, real estate appraisal is gradually involved in and serve the real estate finance. Security is one of the main principles in the business of financial organization. Of all the risks in real estate mortgage loans which financial organization provide, risk of appraisal is the one that cannot be ignored.
