REPORT TO COMMISSION April 15, 2011 Subject: Frontier Communications – Rate Increases, Service Changes By: Fred Christ, Policy Regulatory Affairs Manager Rate Increases Commissioners know that Frontier Communications announced in January plans to raise rates for its cable television service (FiOS video) by 46% ($30 for the typically-subscribed tier of service). This new rate applies to new subscribers and those who are not on a fixed-price contract. Current video subscribers under contract have not been affected. Video subscribers out of contract have not been affected – yet. The company is undecided about when or if this programming rate will go into effect. The company has also announced a “Free TV” promotion, encouraging subscribers and new customers to subscribe to Frontier’s non-franchised DirecTV option. Rates for Frontier telephone and Internet services are not affected. On March 4, Frontier announced it was increasing the charge to install new video subscribers from $79 to $500, effective immediately (this installation rate applies to new subscribers requesting FIOS video service, even if the new order is part of a service package (bundle) with telephone and/or Internet service). Terminating Franchises At the same time it announced new pricing for video installations, Frontier told the cities of Dundee, McMinnville, Newberg and Wilsonville that it was “exercising its right to terminate the Franchise and all obligations under it.” However, “Frontier has not yet identified a specific date on which it will terminate service.” MACC Questions On March 15, we met with three Frontier representatives to discuss the company’s intentions and to get details on its plans for the area.
