Fortunately the Arche soothingly and serves to connect the cityscape. The Signal Tower will also tend to be a soothing element. It will play a federating role, like a landmark, a standard. It has to stabilize and therefore highlight the objects of this very unsettling collage. The Signal Tower is indeed a loggia tower with its large hollow spaces, these large covered terraces representing the magnificence of the great architecture of Italian urbanity. Expressing a singular character these loggias as a whole manifest the composite, multipurpose aspect of an urban programme which enhances everyday life. The loggia tower has some inner spaces visible from outside. It is massive but open; restrained but bright; and, the grey tones of its steel curves are illuminated by golden mirrors which reflect a warm light inside. The modern geometry of the Mandelbrot dragoons crosses the partitions of the loggias like filigree－ recalling the fact that Italian loggias were sumptuously painted. These loggias are open and closed. They create a thermal balance through the managing of solar inputs.
