However, Chinas agricultural basic facilities are very weak in many parts of rural China, and even many people in these areas are dependent on the weather to live. And that many existing small-scale irrigation and water conservancy facilities run with sick for a long time or cannot be used , because of long-term not management, which seriously restricts the development of agriculture and the construction of new countryside. With the develop of economy, the reconstruction of water conservancy facilities in rural areas is also a small rise, which not only can help to improve the living standard of farmers ,but also further facilitate agricultural activities. Active in small rural water conservancy facilities, problems is emerging , such as，ignoring local conditions and doing a unified construction, ignoring important consideration in the construction process, or having some facilities which has been completed but can not effectively run, etc .These problems will constrain the development of rural areas now or in the future.
