 1 Preamble 背 景 The Pearl River Delta has over 28 million people. It is one of the largest megalopolis in the world. Since 1980, it has rapidly developed into a major manufacturing region in China as well as the world. Despite rapid development, the transport infrastructure is lagging behind and, to some extent, is limiting its potential for further development. Transport planning and development in the Pearl River Delta is important because: ((( Hong Kong-Macao-Pearl River Delta coordination must be enhanced to meet the challenge from the Shanghai-Yangtze Delta and other Asian cities like Singapore; ((( Integrated regional planning for transport infrastructure is a pre-requisite for further economic development, particularly if Hong Kong-Macao-Pearl River Delta wants to take greater advantage of the accession of China into the WTO; ((( Application of ITS and environmental issues require great inter-agency cooperation; and ((( Improvements in transport infrastructure can provide a more efficient transport system for transporting goods and people and improve the environment which is vital for further development of the region.
