No. 财政社会学视野下 的财政制度变迁与社会经济转型 刘志广 上海行政学院经济学部 博士 讲师  财政社会学视野下的财政制度变迁与社会经济转型 ——兼论20世纪末社会经济转型的实质及其发展趋势 ( 刘志广 (上海行政学院经济学教研部,200233) [内容摘要] 在掠夺性国家模型下，财政制度是关于产权的基本制度安排，在不同的财政制度下会形成特定的产权结构，并产生不同的国家形态和社会经济形态。社会经济转型是财政压力下财政制度变迁及产权结构调整的必然结果。各国向全面计划时代的转型其实是利润型财政制度的产物，20世纪末的社会经济转型是原计划经济国家的财政制度从利润型财政制度向税收型财政制度变迁所导致的，它带来了各国向市场化社会的转型，但由于在这一过程中政府的权力并未受到较好的限制，其追求短期财政收入最大化的行为使国家的财政制度具有了租金型财政制度的特征。所以要实现社会经济健康转型，必须规范政府权力，加快税收型财政制度的建立。 [关键词]掠夺性国家 财政制度 财政收入最大化 产权结构 社会经济转型 The Change of Fiscal System and the Transition of the Economy in the View of Fiscal Sociology: The substance and trend of the economic transition since the end of the 20th century Abstract:In the model of predatory state, the fiscal system embody the property rights, formulate different structure of the property rights and determine the patterns of the state and the economy. Therefore the change of fiscal system and the structure adjustment of the property rights under the fiscal pressure result in the economy transition. All countries’ transition towards the whole planned was actually the outcome of the profit-fiscal system, so the change of the fiscal system from pursuing profit to tax in the planned-economy countries leads to the transition of economy and society since the end of 20th century. However during that process the fiscal system of the state pursuing the revenue maximum is characterized by rent because of the loss restriction to the government power. So the paper assert that the government power should be regulated and the tax-fiscal system should be established in order to achieve success transition. Keywords: Predatory countries, fiscal system, maximum of the revenue, the structure of property rights, the transition of the economy and society 社会经济转型是20世纪末最重大并延续至今的事件之一，其典型特征是人们在社会分工中的地位和权利的深刻改变带来社会分工利益配置和社会合作与交往方式的深刻变化。我们没有理由相信转型是独立于社会经济发展规律的特殊事件，也不能否认发生在20世纪末的转型与历史上发生过的社会经济转型之间的逻辑和历史联系。因此，好的转型研究，应该使转型问题嵌入历史和未来之中。这就要求我们在统一的框架和视角下更好地理解国家的本质、形态和命运。笔者认为，财政社会学（Fiscal Sociology）的研究方法和思路为此提供了基础，其主张正如熊
