Compared with traditional companies ,NPE does not focus on the implementation of the patent technology, but mainly through the means of obtain patent ---Further development--- assess of patent, etc. to obtain profits. On the one hand, NPE through the means of purchasing , cooperation, etc. to obtain patent,and also through re-develop and packaging the Patent, in order to enhance the value of patents. One the other hand,NPE often use patent held hostage approach to asset patent,use of its high bargaining power arising from its legitimate legal status , charge exorbitant royalties or filed a patent infringement lawsuit to gain huge profits .The rapid development and widespread impact of NPE has changed the U.S. patent system and legal system,NPE represented by Intellectual Venture have also extended its activities to our country, therefore, it is necessary to fully understand to NPE, as well as a positive response and timely regulation.The first chapter introduces the background, motivations, objectives and research questions. The second chapter mainly overview the research situation of NPE from aspects of definition, patent acquisition , patent assets, the impact on patent market and business model. The third chapter describes the development of NPE from both international and domestic perspectives. The fourth chapter take the case of Intellectual Venture for example to analyze the business model of NPE, and draw the conclusions and countermeasures in the last chapter. This article uses t
