辽宁省科研机构国有资产管理的现状分析及对策研究.pdf

摘 要 本论文遵循科技体制改革的精神，针对辽宁省科研院所国有资产 管理的现状，从理论到实践，又从实践到理论，对科研机构国有资产 管理进行了现状分析和理论探索，并提出了国有资产管理的目标模式 和对策研究。 本论文论述了辽宁省科研机构国有资产管理的产权界定，盘活存 量资产，激活增量资产，实现国有资产保值增值的有关理论，为科研 院所国有资产管理提供了理论依据，明确了本论文的主题。进而根据 辽宁省科研院所国有资产管理存在的问题，引出了国有资产管理的目 文中深入地分析了辽宁省科研院所进行产权制度改革的迫切 标模式。( 性和可行 ，并参考了西方国家和我国科研院所国有资产管理的模 式，提出了组建 “辽宁省科技国有资产经营公司”的目标模式。进一 步从理顺产权关系、加强非经营性资产转经营性资产、评估无形资 产、实现国有资产保值增值和完善社会保障制度等方面入手，详细地 论述了加强科研机构国有资产管理的对策研究，为辽宁省科研院所体 制改革提供了参考意R}} 关键词:科研机构 国有资产 现状分析 对策研究 一 1一 」} ABSTRACT Guidedbythepolicyoffurtheringeconomicreform,in allusiontotheconditionofthestate-ownedassetsmanagement ofresearch institutes in Liaoning Province,from both theoreticalandpracticalperspective,thetheoryisresearched, themodelandthecountermeasurearecomeout.
