Abstract Establishing and maintaining a social security system that can adapt to the economic development level is an important guarantee that can maintain social stability and the peace and order of the country, in which the social pension insurance is the most important. Therefore, establishing a sophisticated social pension insurance system has a profound impact on the social stability and the sustainable development. Nowadays, the social pension insurance system in the cities and towns has been sophisticated, but the theory and practice of the novel social pension insurance system in the rural areas is still in the stage of seeking. That is to say, the theory is not sophisticated enough and the practice is not enough too. In 2009, the state department introduced The instruction of carrying out the novel social pension insurance system in the rural areas , which had started the trial of the novel social pension insurance system in the rural areas. However, whether the novel social pension insurance system in the rural areas can stand the test of the practices and can make itself developing sustainably has remained to be seen.we has investigated the trail of the novel social pension insurance system in the rural areas of the country of Suining, Hunan province. Meanwhile,we are trying our best to analyse the reasons for those questions and find out the measures that can push the novel social pension insurance system in the rural areas in Hunan province forward positively.
