复旦教育论坛 2009 年第7 卷第3 期 Fudan Education Forum 2009． Vol．7，No．3 ·方 略· 漫说大学治理结构 龚怡祖 （南京农业大学公共管理学院，江苏南京210095） 摘要：大学自身不是完整意义上的办学利益主体，大学治理结构是为了回应当代大学组织呈现“冲突和 多元利益”特点的治理需要，建构能够体现利益相关者组织属性和委托代理关系特点的决策权结构。我国高 等教育办学体制的变化为政府与高校建立具有委托代理性质的契约关系提供了法律依据和操作空间。我国 大学已迈过了前治理时期，治理问题对于我国大学已不再是一个虚幻的、空谈的命题。就大学治理结构对于 当代大学发展的价值而言，它是比管理结构更具基础性的一种制度结构，其根本目的是建立大学决策过程 与社会权利主体的合理联系，实现社会价值平衡。 关键词：大学治理；冲突和多元利益；决策权结构；社会权利主体；社会价值平衡 中图分类号：G647.1 文献标识码：A 文章编号：1672－0059 （2009）03－0047－07 On the Governance Structure of University in China GONG Yi-zu (Nanjing Agricultural University, Public Administration School, Nanjing 210095, China) Abstract : University itself is not the only subject of interest in its running activity. The establishment of governance structure of a university refers to building a kind of power structure for decision-making that could reflect the universitys stakeholder characteristics and principal -agent relationship in response to the needs of modern university governance characterized by conflicts and multiple interests. The university ownership reform has provided the legal foundation and operational possibility for establishing the contract of principal-agent relationship between government and university. Chinas universities have already gone through pre -governance period and governance is no longer a vague concept for them. The governance structure, which aims at building reasonable relations between universitys decision-making process and social subjects so as to realize social value balance, exerts much more fundamental influences on the development of modern universities than that of management structure.
