中国农学通报 2014,30(14):46-51 Chinese Agricultural Science Bulletin 中国海洋渔业科技进步贡献率的测算与分析 杨 卫，向文琦，刘禹辰 （上海海洋大学经济管理学院，上海201306 ） 摘 要：为分析中国海洋渔业的科技投入对产业发展的影响程度，运用Cobb-Douglas 生产函数法构建中 国海洋渔业科技进步贡献率测算模型。利用中国海洋渔业2001—2010 年的相关生产数据，对“十五”期 间和“十一五”期间中国海洋渔业的科技进步贡献率进行测算。结果表明：相对于“十五”期间，中国海洋 渔业在“十一五”期间的科技进步贡献率有所上升，但仍处于极低水平，说明中国海洋渔业科技水平较为 落后，其对海洋渔业经济发展的贡献程度较低。最后提出了提高海洋渔业科技发展水平的对策建议，即 加大科研投入，提高研发水平；建立海洋渔业科技推广机制；鼓励、引导渔业转型和加强海洋渔业科技信 息化建设等。 关键词：海洋渔业；科技进步；贡献率；生产函数 中图分类号：F326.4 文献标志码：A 论文编号：2013-3269 MeasurementandAnalysisofChina’sMarineFisheriesScientificand TechnologicalProgressContributionRate YangWei,XiangWenqi，LiuYuchen (ShanghaiOceanUniversity,CollegeofEconomicsandManagement,Shanghai201306) Abstract:InordertoanalyzethedegreeofinfluenceofscienceandtechnologyinputinChinasmarinefishery industry，this paper used Cobb-Douglas production function method to build Chinas marine fisheries scientificandtechnologicalprogresscontributionratecalculationmodel.Basedon2001—2010datarelatedto theproductionofChina’smarinefisheries,thecontributionrateofscientificandtechnologicalprogressduring the 10th-five-yearperiodandthe 11th-five-yearperiodwereestimated.Theresultsshowedthatwithrespect tothe 10th-five-yearperiod,thescientificandtechnologicalprogresscontributionrateofChina’smarine fisheriesinthe 11th-five-yearperiodhasincreased,butwasstillatalowlevel,whichindicatedthatthe technologicallevelofChinasmarinefisherieswaslaggingbehindandthedegreeofitscontributiontothe economic development of marine fisheries was low. At last some countermeasures and suggestions on improving the level of scientific and technological development of marine fisheries were proposed, i.e. increasingresearch
