摘 要 随着国家经济建设和建设市场的发展，固定资产投资数额逐年大幅度增长，投资规模不断扩大，公益项目基础设施的建设，大大提高了人们的生活水平。项目的复杂性、长期性和动态性，导致任何工程项目合同都可能出现不可能预见的变化，因此建设工程项目中工程变更是不可避免的，工程的变更对项目投资的影响日益突出。 本文从变更全过程出发重点描述设计阶段和施工阶段工程造价的有效控制，着眼于工程变更和造价在项目中的影响，分析变更在工程造价中的影响因素，根据工程变更对项目投资的影响进行有效的控制。从国内外变更管理进行比较分析，学习和参照国外管理模式，具体完善我国项目变更管理，形成全面系统的管理模式。工程造价的控制是一个动态控制的过程，它贯穿了项目建设的始终，是一项集管理、技术、质量、施工于一体的系统工程，需要进行全过程、全方位的控制。特别是在设计阶段和施工阶段的变更控制。工程变更在建筑项目中发挥重要作用，与工程造价相辅相成，有效的控制项目投资，完成项目的实施。 关键词：工程变更 造价 设计变更 施工变更 影响因素 有效控制  ABSTRACT Along with the national economic construction and the construction market development, fixed asset investment amount increased year by year, investment scale unceasingly expands, the public welfare project infrastructure construction, improve the peoples living level.
