摘 要 工程造价合理确定是一个动态的过程，合理确定工程造价是社会主义市场经济体制改革的需要，是一个长期而艰巨的过程；市场经济的变化多端，使得工程投资的确定与控制变得更为复杂化，这就需要对工程造价的管理既全面又有侧重点。 本文以工程建设程序为线索，分析了各阶段工程造价合理确定的有关问题，文章从投资估算阶段入手，此阶段工程造价合理确定存在三超现象严重，图纸编制深度不够，项目立项时领导干预等问题，并针对这些问题提出了相应的解决措施。以此类推到设计、招投标、施工、竣工结算各个阶段中出现的问题，需要解决的措施以及注意的事项，最终合理确定工程造价。要以工程投资估算阶段为中心，全面推行全过程工程造价管理。要改革现行建设工程定额，从而完善现行工程造价计价模式。大力发展工程造价咨询业，促使工程造价管理队伍的专业化。加强建设工期的管理，以达到工程造价合理确定的目的。 关键词：合理确定、投资估算、设计概算、施工图预算、竣工结算  ABSTRACT Reasonably determine the project cost is a dynamic process, reasonably determine the project cost is the need of socialist market economic system, is a long and difficult process; market economy is very dynamic, making the determination and control of project investment has become more complex technology, which requires the management of the project cost comprehensive and focus.
