佛山“一环”工程管理模式与目标管理研究中南大学.docVIP

摘要 伴随我国政府投资建设项目的飞速发展，与之相对应的政府投资建设项目管理研究的重要性也日趋明显，尤其是业主对项目的管理，还没有系统的理论。 本文从业主管理的角度出发，结合佛山“一环”项目，分别从组织结构、业务流程、沟通渠道、项目文化对项目实施阶段的运行机制进行了系统的分析:在组织结构方面，对“一环”项目的组织管理架构、项目系统构成以及项目业主——佛山市路桥建设有限公司的组织机构进行了分析；在业务流程方面，对进度、质量和投资控制的流程进行了总结，并对各项业务流程中的关键工作与主要职能部门的角色进行了分析；在沟通渠道方面，对“一环”项目沟通渠道进行了分析，并分析了“一环”项目如何利用信息技术这一有效的沟通方法，搭建项目的沟通平台；在项目文化方面，对项目文化进行了概述，总结了“一环”项目文化构建的步骤并探讨应该如何系统的构建项目文化。 基于以上四方面的分析，本文构建了一套评价指标体系，用分层加权综合评分法对“一环”项目的运行机制绩效进行了评价。 希望通过本文的研究工作，一方面总结提炼“一环”项目实施阶段的经验，为其它政府投资建设项目提供依据和参考；另一方面探讨一种对工程建设项目运行机制进行分析评价的方法，为系统的研究工程项目运行机制提供思路。 关键词：运行机制、组织结构、业务流程、沟通渠道、项目文化、绩效评价 Abstract With the development of GIP（government investment project）, the significance of the project management research on the subject of GIP, especially the ways how the owners manage projects, is being increasingly apparent. The dissertation makes a systematic analysis on the mechanism of the implementation period from the viewpoints of the organization structure, construction procedure, methods of communication and the project culture respectively. As for the aspect of the organization structure, the dissertation makes a specific analysis to the project frame of the organization management, the organization frame, as well as the structural frame of the Foshan Citiy Highways and Bridges Construction Ltd., which is the principal implementer of the construction process. As for the aspect of working procedure, the dissertation draws on a conclusion on the control of schedule, quality and cost management. Additionally, it brings about a role-analysis about the key works and the main function departments. as to the methods of communication, the dissertation offers an analysis on how to utilize the effectiveness of the information technology in “Yi-huan” project. Moreover, as for the culture aspect, the dissertation gives a brief introduction on the concept of the project culture, and puts forward a systematic procedure ,as well as a feasible approach, on the formation of the project culture in “Yi-huan” project.
