县级烟草专卖系统绩效经管实证研究——以平湖市烟草专卖局为案例.pdfVIP

摘 要 绩效管理是全部管理活动的纽带，是对组织内人员进行激励的重要手段，随 着社会以及烟草专卖部门发展的迫切需要，提高烟草专卖部门的绩效管理水平显 得越来越重要。绩效管理在引入国内后，相关研究日趋丰富，一些组织建立了较 好的绩效管理体系，并取得了较好的效果。但烟草专卖部门由于体制、历史等原 因，虽然已经开展了一些工作，但在理论和实践两方面都还处在探索阶段。 本文以绩效管理理论及政府绩效评估理论等相关理论为基础，对平湖市烟草 专卖局绩效管理工作进行了研究。一方面根据现有的文献资料对目前烟草专卖部 门的绩效管理工作进行了总结，另一方面对平湖市烟草局的绩效管理工作进行了 实证研究，评估了其现状，对已有经验进行了总结，同时也指出了存在的问题， 最后还提出了改进其绩效管理的建议。 本文的创新之处在于将绩效管理理论及政府绩效评估理论等相关理论与县 级烟草专卖部门的实际相结合，没有停留在一般的理论层面。 关键词：绩效绩效管理烟草专卖平湖市 II Abstract The isthebondofallthe activitiesand performancemanagement management the meansof thestaffwithinthe the important motivating organization．With of andthe oftobacco hasbecome developmentsociety department monopoly，it to thestandardofthe increasinglyimportantimprove performancemanagement．After itsintroductionto relatedresearchesare China,the some beingricher，and havebuilt andachievednice organizationsgoodperformancemanagementsystems results．Butduetotheinstitutionalandhistorical of reasonsthetobacco monopoly theoreticaland arestillatthe of departments，its practicalaspects stageexploration, someworkhasbeencarriedout． although Thisthesisbasedon is the of andthe of theoryperformancemanagementtheory at the govemmentperformance on statusof measurement,aimingdo堍
