Because of it’s strong penetration, financial play a key role in economic life.So macroeconomic regulation is very significant in the financial sector. Financial regulation power is an important economic power and one of macroeconomic regulation powers. It controls the total money supply and guides the flow of funds by formulating and executing monetary policy, thus creates the conditions for the healthy, stable, sustainable and coordinated development of national economy.But power has a natural expansion and demands responsibility and control as necessary additions. Power’s configuration, methods and procedure of operation and accountability mechanisms are important factor to ensure the power’s value. These items should be included within the framework of the law, because controlling power by legal can help overcome the power’s arbitrariness and increase the power’s legitimacy.Specific to the right to financial regulation, lack of the legal basis of the power’s configuration, power’s running program and accountability mechanisms is the problem of financial regulation power and the important reason to control of financial regulation power with law. The article is based on such thinking.
