摘要依托林业资源的开发和利用所创造的经济占该地区经济的主导地位，这类 地区我们称为林业资源型地区。资源最为重要的一个特点就资源的有限性，也 正是因为资源的有限性使得产业转型是资源型地区可持续发展的必经之路。一 直以来，国内外学者一直致力于煤矿资源型地区的产业转型研究，对林业资源 型地区的研究较少，缺乏林业资源型地区产业转型的理论成果。本文以产业结 构优化理论、区域经济学理论为基础，运用模糊熵和 DEA 等模型，借鉴国内外 现阶段研究成果，进行了以下研究：首先，界定林业资源枯竭的概念，探析影响林业资源型地区产业转型的内 在因素和外在因素，从而明确林业资源产业转型的原因，为文章所作的研究奠 定基础。通过对国内外现有的研究进行分析以及对已经转型地区的经验借鉴， 明确资源型地区产业转型的演进规律，并分析国内外不同资源型地区的转型模 式。其次，运用模糊熵理论，将主导产业优选引入到林业资源型地区转型的研 究中。运用产业优势度模糊熵优选和数据包络分析(DEA)模型，在产业未来发展 的竞争力和潜力、产业目前的技术和规模的相对有效性两方面做出评价，构建 基于二维坐标优选模型，根据各个产业在屏幕中的位置进行主导产业优选。再次，运用上述模型所得结果和林业资源型地区转型过程中所出现的现实 问题，为林业资源型地区选择适合的产业转型模式。最后，运用上述研究成果对典型林业资源型地区大兴安岭地区进行实证研 究。大兴安岭地区经济增长主要依靠林业资源经济，近年来，林业资源的匮乏 已经引起了高度重视，并且在有关部门的要求下进行产业转型，本文主要结合 当地实际情况系统分析产业转型过程中已经存在的问题，根据模型结果，进而 调整产业结构，选择该地区产业转型模式。同时，研究大兴安岭地区产业转型 的政策支持体系，为实现该地区产业的顺利转型，提供政策保障。关键词: 产业转型；林业资源型地区；主导产业优选；大兴安岭地区林业资源枯竭地区产业转型研究—大兴安岭地区为例AbstractWe defined the economy which depend on the forestry resources and use to create the dominant economy in the region economy as forestry resource-based regions. Because of limiting of resources, industrial transformation has become the only way of sustainable development of resource-based region.
