摘要养老保险是社会保障制度的重要组成部分，对于企业职工来说，是职工退休生活的 重要经济保障，完善企业养老保险制度，对于促进经济社会的发展，维护社会安定都有 着极其重要的作用。然而，现在我国企业的养老保险制度还不够完善，其中存在着很多 问题，这些问题直接影响着企业职工退休的生活保障。因此，分析我国企业养老保险制 度中存在的问题，具有重要的意义。本文以资生堂丽源化妆品有限公司石家庄分公司为例，在日常工作中发现企业养老 保险制度的问题，并针对这个些问题，通过研究分析，提出相应的完善建议：第一部分 介绍了研究企业养老保险的背景及重要意义，并分析了企业养老保险研究的现状。第二 部分通过提出企业养老保险的概念，进而提出企业养老保险的基础理论，即企业养老保 险的组成部分以及养老保险的筹集与给付方式。第三部分以资生堂丽源化妆品有限公司 石家庄分公司为例，具体分析了企业养老保险中存在的问题，主要包括企业养老保险缴 存的问题，企业养老保险转接的问题以及人才代理缴纳企业养老保险的问题。第四部分 主要是针对第三部分提出的问题进行深入的研究，并对其成因进行逐一分析，主要提出 了企业养老保险覆盖面窄，造成缴存基数不实以及人才代理存在问题的原因。第五部分 主要针对第四部分的分析，结合该企业的实际情况，提出相应的完善企业养老保险制度 的建议和措施，主要包括：提高养老保险覆盖面，完善征缴机制、加快全国统筹以及完 善人才代理几个方面。关键词企业养老保险转移接续人才代理制度完善IAbstractPension insurance, an important component of social security system, provides substantial economic assurance for corporate retirees, playing a critical role in promoting economic development and in maintaining social security. However, the current pension insurance system in domestic enterprises is far from perfect. The existing problems directly affect the basic living standard of corporate retirees. Therefore, it is of great significance to analyze the existing loopholes in China’s corporate pension insurance system.This paper, taking Shiseido LiYuan cosmetics Ltd.,Shijiazhuang Branch as an example, makes a study of the existing problems in its pension insurance system via observation in daily work, and through research and analysis, puts forward some corresponding suggestions for improvement. The first part of this paper introduces the background and importance of pension insurance of enterprises, and evaluates the current situation of the research in this area. The second part, through raising the concept of corporate pension insurance, comes up with the basic theory of it, namely, the components of corporate pension insurance and its form of fundraising and delivering.
