AbstractPublic access to the government information is the main content of democracy and government by law at the age of information. The establishment of Public access to the government information oriented by law has been a hot issue and been concerned generally by the public. In recent years, pushed by the party and government departments in China, the work of establishing the system of public access to the government information has made great development in practice. As being still in exploration stage, there existed some problems in the process of public access to the government information. So how to construct a scientific and reasonable system of public access to the government information is primary for us to face and solve in order to improve our current situation.The main contents are as follows: firstly expounding related concepts about the public access to the government information, including the connotation, mode,historical development and significances. Secondly， analyzing the system dilemmasand the reasons about it. Based on this, suited the remedy to the case, finally discussing innovation strategies of the system.
