AbstractBeing the most profound influenced land use type by human, urban land directly relate to population, economy, society, resources and environment coordinated development. Since implement of the reform and opening up policy, Chinas urbanization is speeding up, urban land scale takes on a bigger and faster trend step by step under the influence of many factors. With the development of economy and urban population expanding, city contradiction between human and land becomes sharper, waste of land resources, production ability decline and ecological environment deterioration result from irrational use of land resources. We see land resources planning are necessary to keep the land resources efficient and sustainable and coordinate the contradiction within the city. By temporal and spatial reasonable using and managing of the land resources, and reasonable distribution of land in each national economic department, we can formulate optimal land use plan, improve the land utilization and land productivity, thus to obtain the biggest economic benefits, social benefit and the ecological environment benefit, then we protect the land resources to achieve the purpose of sustainable utilization of land resources in the long run.With the implementation of Guanzhong-Tanshui economic zone development plan, the regional strategic position of Tianshui will be increased greatly which is gradually built as the “stronger urban center city of the southeast part in Gansu, west important growth pole of Guanzhong-Tanshui economic zone, the western equipment manufacturing industry gathered city and the center of economy, culture, trade, modern logistics in the southeast part in Gansu”.
