国内外智能电网发展情况对比分析研究 国网能源研究院 二Ｏ一一年月 世界各国相继提出发展智能电网，并将其作为国家战略的重要组成部分，智能化成为目前世界电力发展的新趋势。温家宝总理在2010 年政府工作报告中强调“大力开发低碳技术，推广高效节能技术，积极发展新能源和可再生能源，加强智能电网建设。” 课题通过分析国内外智能电网发展战略及动因、推进措施、政府角色，结合我国的实际情况，立足当前，面向未来，提炼对我国的经验启示，支撑国家对智能电网。论文取得的主要成果如下： （1）从科研能力、实践工程、技术和装备水平、标准体系等方面分析了我国智能电网发展的基础，提出了我国智能电网发展需要从更大范围优化资源配置能力、网架结构、技术装备水平和服务能力等方面需要提高。 （2）系统梳理美国、欧洲、日本与韩国等国家地区对智能电网的战略，具体推进措施，以及国际大公司推智能电网发展的认识等。 （3）系统分析我国智能电网发展的现状，论证建设智能电网是我国低碳、可持续发展的战略选择，提出我国智能电网的发展前景和发展原则。 （4）提炼国外智能电网发展对我国的启示，并从出台国家战略、完善法规体系、建立标准体系、带动战略性新兴产业发展等方面提出政策建议。 关键词：智能电网，比较，分析，政策ABSTRACT Smart grid has been regarded as one of the most important components in their national strategies since many countries showcased their blueprints for developing the promising technology one by one, which makes clear the evolutionary trajectory of future power grid. Premier Wen Jiabao emphasized in the 2010 Government Work Report “to develop low carbon technology with great efforts and promote energy-efficient technology, actively deploy new energy resources and renewables and strengthen smart grid construction”. In the report, some experiences and enlightenment for constructing China’s smart grid have been extracted and derived via analyzing the strategies and driving factors of other countries with the combination of China’s fundamental conditions. The major achievements contained in the dissertation include: (1) The basis of China’s smart grid is analyzed in terms of scientific research capability, engineering practices, technology and equipment level and standard system. Meanwhile, the findings are obtained that more efforts should be made to enlarge the capability of China’s grid to optimally allocate its resources in large scale, improve its electricity network structure, elevate its technology and equipment level and better its service capability.
