摘要 改革开放以来，我国中小企业迅速发展，成为现代经济生活中最为活跃的力量。在推动科技进步、解决就业、增加税收、扩大出口等方面发挥着不可替代的重要作用，为国民经济的发展做出了巨大贡献。然而，由于各种因素的制约，许多深层次的问题在中小企业的发展中暴露出来，例如自主创新能力不强、资金严重短缺、融资难等。而在众多问题中，中小企业融资难是限制其发展的关键因素。无论是发达国家还是发展中国家，中小企业融资难已经成为其发展过程中的阻碍因素，严重制约了经济社会的发展。2008年金融危机爆发以来，随着国外需求急剧下降，2008年出口增长幅度只有8%，而在此之前多年来一直保持的是20%以上的增长幅度。2009年我国贸易额比2008年下降13.9%，这对我国中小企业造成了致命的打击。珠三角和长三角的众多中小企业因为出口的萎缩纷纷破产。国家统计局2008年发表了《中小企业发展问题研究》，研究表明，在生产经营上融资比较困难和很困难的企业分别占68%和14%，资金不足分别被列为企业停产的首要原因和经营困难的第二大原因。2009年我国和世界上其它大多数国家都采取了一系列经济刺激政策，使得这一状况有所好转，我国出台了40000亿财政刺激政策，资金也大多流向了大型企业，中小企业从中获益极少。今年，我国通货膨胀恶化，中央银行紧缩的信贷政策逐渐显现，这显然不利于中小企业的发展。所以我国的中小企业生存状况仍然微妙，融资难问题依然显著。 Abstract Since the reform and opening up, the Small and Medium Enterprises in China developed rapidly, and it has become the most active force in modern economic life. The SMEs has played an irreplaceable important role in the promotion of scientific and technological progress, to solve the employment, increase tax revenue and export expansion, it has made tremendous contributions in the development of the national economy. However, due to a variety of factors, the development of SMEs exposed many deep-seated problems, such as independent innovation ability, a serious shortage of funds. Among the many issues, financing of SMEs is a key factor in limiting their development.
