摘 要
近年来,随着国民经济的快速发展,城镇居民生活水平的不断提高,人们对住房条件改善的需求越来越高,房地产业日渐成为地区经济发展的支柱产业,随之而来的是一些大中城市出现的房价“爆涨”现象,针对这一情况,国家出台了一系列政策对房地产市场进行调整。房贷政策通过调整利率、首付款比例、贷款期限等手段影响商业银行的房贷业务进而影响流向建筑市场和购房者的资金,与房地产开发商、放贷银行、购房者有着密切的关系。同时,房贷政策使货币在流动中实现增殖的同时创造出更多的经济和社会效益,加速了我国城市化进程,为推动城市经济社会发展起到了举足轻重的作用。
长期以来,我国的房地产开发主要依靠银行信贷资金运作。从宽的信贷政策能降低房地产开发商的进入壁垒,利于处于创业期的房地产开发商起步,为城市化进程提速,但不利于房地产企业的健康可持续发展。从紧的信贷政策能严控投资与投机信贷资金的供给,加大开发商的投资成本,提高了房地产开发商的进入壁垒,避免资质不够条件的企业混进房地产行业。政府如何通过政策的出台来影响房地产市场的发展,政策的实施会遇到什么困难,作为购房者又该如何根据政策的变化来想出对策合理安排个人的住房贷款值得我们认真思考。

Abstract
In recent years, with the rapid development of the national economy, town residents living standards continues to increase, people on housing conditions improvement needs higher and higher, real estate industry is becoming a pillar of regional economic development industry, followed by some big cities in the price of the surging phenomenon, in light of this situation, the State introduced a series of policies on the real estate market. Mortgage policy influences the mortgage business of commercial banks by adjusting interest rates, down payment rate and the loan period. It then influences the funds of construction market and the buyers. This is closely relative to the real estate developer, lending banks and house buyer. At the same time, the mortgage policy makes in the proliferation of mobile in implementation at the same time create more economic and social benefits, accelerated urbanization, to promote the economic and social development of the city has played a vital role.
