浅析小城镇规划中存在问题及对策 　　摘要：小城镇是以聚集人口、商品、文化、信息、科技、教育、金融和服务为特征的地域系统。小城镇位于农村之首、城市之尾，与农村经济有着千丝万缕的联系，是实现农业现代化的重要支撑点；又与大中城市关系密切，是大中城市进一步发展的基础和后盾。党的十六大报告指出：“要逐步提高城镇化水平，坚持大中小城市和小城镇协调发展，走中国特色的城镇化道路。”在市场经济逐步成熟的今天，影响小城镇经济发展的因素不断涌现，并且是变化着的。随着城镇建设投资主体由单一向多元化发展，不可预测因素增多，于是对传统的城镇规划方法和理念提出了挑战。本文首先分析了小城镇建设中存在的问题，然后阐述了小城镇建设中应把握的原则，最后重点从四方面详细探讨了小城镇规划建设中的措施。 　　关键词：小城镇；建设；特色；公众参与；可持续发展 　　Abstract: small towns based on aggregation of population, trade, culture, information, science and technology, education, finance, and service is characterized by geographical system.
