The engineering is six layer frame structure, the main building height of 23.4m, building area of 2984.51 square meters, sources of funding for the Xiamen Tongan District funds and self-financing. The preliminary planning stage to the perspective of the construction unit, joint market environment, engineering cost, arrange bidding process, determine the mode and contents of purchase project, and project organizational structure planning and staffing. Bidding planning stage, the identity of the person making invitation to tender work schedule, the terms of a contract, the main provisions of the contract, bid evaluation methods were discussed, and the preparation of tender documents.
