我国应急物流系统研究建设 摘 要 随着经济全球化的发展，各国工业化、城市化不断深入，重大自然灾害、重大事故灾害、重大公共卫生事件和公共安全事件时有发生，新情况、新问题层出不穷。虽然科技的发展提高了人们对灾害预防能力，但是大部分的灾害发生的时间是难以预测的，即使能够预测，可预报的时间和发生的时间相隔很短，这就对应急物流系统提出了更高的要求。而且我国又是一个自然灾害、公共安全灾害频繁发生的国家，近几年发生的SARS、南方大雪灾、汶川大地震等突发性灾害使我国遭受了巨大的人员伤亡和财产损失。可见，应急物流系统在我国的建设是迫切的。 本文简要介绍应急物流的发展现状和研究，以及国外应急物流系统的现状，并对突发事件下的应急物流系统设计原则、要素构成、功能作用和运作流程等进行描述，提出了我国目前应急物流存在的主要问题。对建立应急物流系统的必要性和可行性进行了分析进而提出了如何建立我国的应急物流系统。 关键词： 应急物流 应急物流系统 建设意见 Study on the emergency logistics system construction in China ABSTRACT With the development of economic globalization, each country industrialized, city is not short in depth, major natural disasters, accidents disasters, major public health events and the public safety incidents occurred, new situation, new problems emerge in an endless stream.
