II II 摘 要 在目前无以替代条件价值评估法对环境的非使用价值评估时，条件价值评估 法(Contingent Valuation Method 简称 CVM)在评估物品的非使用价值方面具有 无以比拟的优势。目前，由于在应用中出现了假想市场特性与经济理论预期不符 的现象，使其研究结果的有效性和可靠性饱受争议。关于 CVM 的争议便成为讨 论的热点和难点问题。国外自 1993 年就开始对 CVM 进行了转向研究，主要解决 评估结果的有效性和可靠性问题，虽然在引导技术的不同差异，评价于段的不对 称分析，支付意愿的不确定考虑等方面作出了一定的贡献，但截至目前关于有效 性和可靠性的内涵及在 CVM 研究中需要具体解决的问题尚无权威统一的定论， 国内更是缺乏相应的系统性研究。 论文借鉴国际经验，在前期开展的实例研究基础上，以典型的污染城市兰州 市的四城区为例，对 CVM 的有效性和可靠性进行了一些探索。文中设计了不同 时间、不同空间、不同技术、不同于段的多重调研方案，研究结果显示: (1)评价技术的多重方案设计中由于存在肯定回答偏差使得两分式模 式对支付意愿的高估和支付卡模式对支付意愿的低估: (2)评价于段多重方案设计中，剔除满足人们受偿欲望的大尾值后，受偿 意愿 WTA 可以和支付意愿 WTP 有效逼近: (3)评价空间多重方案设计中通过不同时点上用同一方式对同一总体的不 同样本进行调查发现，CVM 能得出可靠的结果: (4)评价时间多重方案设计中，受两次调查的环境影响，样本特征的重现 性较好，但结果有所偏离。作者认为在此种试验中时间间隔的选取尤为重要。 在对 CVM 评估结果的有效性和可靠性进行多重方案的调查后作者相信，即 使在中国这样的发展中国家，只要调查建立在严格实施和审慎分析的基础上， CVM 仍不失为一种有效的环境价值评估方法，并能够为科学的环境管理决策提 供依据。 关键词:条件价值评估法:有效性和可靠性:多重方案设计:重复试验法 TTT TTT Abstract Contingent valuation method has superiority in which aspect of appraisal goods non-use value can not compares. At present， since the characteristic of hypothetical market cannot connect with the anticipation of economic theory in the application， caused strong dispute in the validity and reliability of the research result. The dispute about CVM has been a hot and difficult topic at present. Since 1993， research have been changed in abroad. Although they have made a certain progress in validity and reliability of appraisal result， there is no an authoritative and unified conclusion about connotation and problem of validity and reliability up to now. The home even lacks of the corresponding systematic research. This paper based on the pre-case study， designed the technical route and multiple investigation plans of validity and reliability in the case of typical pollution city.
