I I 摘 要 摘 要 纵观当代世界经济，服务业的迅速崛起已成为经济发展的显著特征，世界经济正在 向服务型经济转型，服务贸易在一国经贸活动中占据了越来越重要的位置。近年来，虽 然美日欧经济依然是世界经济的重要引擎，但新兴发展中经济体对世界经济增长的贡献 率不断上升，成为世界经济增长的主要动力。“金砖国家”作为新兴经济体的典型代表， 在国际服务贸易方面存在着较大的发展空间。因此，在后危机时代贸易保护行为频繁的 今天，研究中国与其它金砖国家的服务贸易发展问题，对于加强“金砖国家”服务贸易 合作和加快“金砖国家”服务业及服务贸易的发展具有积极的现实意义。 本文以“金砖国家”为研究对象，通过对“金砖国家”服务贸易发展现状的系统分 析和比较，可以看出：“金砖国家”服务贸易总额不断增长，对世界服务贸易的发展贡 献日益凸显；“金砖国家”服务贸易进出口结构相似，表现为以传统服务贸易为主，除 印度外，其他四国的服务贸易均呈逆差状态。通过对“金砖国家”服务贸易比较优势指 数、显性比较优势指数和服务贸易互补性指数的分析得出，各国服务贸易综合竞争力仍 然处于较低的水平，且传统服务贸易竞争力强于现代服务贸易；“金砖国家”内部存在 着较大的服务贸易互补性，拥有巨大的合作空间。在上述分析的基础上，针对“金砖国 家”服务贸易结构不合理、竞争力普遍较弱以及服务贸易合作机制不健全等问题，以提 升我国及其他金砖国家服务贸易竞争力和促进“金砖国家”服务贸易合作为宗旨，提出 了改善服务贸易内部结构，促进货物贸易与服务贸易协同发展，加强和完善服务贸易法 律体系，注重服务贸易人力资本积累等方面的建议。 关键词 “金砖国家” 服务贸易竞争力 服务贸易 II II Abstract Abstract The rapid rise of the service sector has become a significant feature of the economic development in the modern word which is in the transition to a service-based economy. At the same time, the trade of service also occupies an increasingly important position in the economy of a country. In recent years, although the economy of the United States, Japan and Europe is still an important engine of the world economy, the contribution of the emerging developing economies to world economic grows rapidly, and becomes the main engine of growth of the world economy. The BRICS”, as a typical representative of the emerging economies, has an optimistic prospects about the development of economic. Also, there is a large potential for the development in several areas. Today, in the post-crisis era, the trade protection behavior happens frequently. In this condition, the study of the development of services trade between China and the other “BRICS” countries seems so important.
