上海交通大学 上海交通大学 MPA 学位论文 城市社区治理的多元参与机制研究 II II 第二部分总结了城市社区与社区治理的关联与发展历史。一是对 城市社区、城市化进程、社区治理等概念进行了界定；二是回顾了城 市社区治理的发展历程，描述了社区治理从单位制阶段到政府主导型 阶段到现阶段发生的变化。 第三部分明确了城市社区多元参与主体的地位和关系。通过对上 海市闵行区浦江镇社区治理网络的具体分析，对社区治理参与主体 （包括政府、居民区党组织、居委会、居民、其他社会组织）的地位 进行了明确，并阐述了这些主体间存在的关系。 第四部分分析了城市社区治理的多元参与机制。一是分析了城市 社区治理面临的三大困境，即社区规模高速发展、社区居民复杂多变、 社区各参与主体地位不均等引发的矛盾；二是提出了构建城市社区治 理多元参与机制的设想，并从模式选择、网络构建、权力分配、制度 建设四个方面进行了阐述；三是提出了完善城市社区治理多元参与的 平台，即社区服务站的建设；四是提出了拓展城市社区治理多元参与 的途径，主要是居民、居委会、社会组织三个层面的拓展。 第五部分对本文的研究做出了最终的结论。 关键词：城市社区，多元参与，合作治理 III III THE RESEARCH OF MULTIPLE PARTICIPATION MECHANISM OF URBAN COMMUNITY GOVERNANCE ——TAKING PUJIANG TOWN AS AN EXAMPLE ABSTRACT Entering the 21st century, under the influence of political, economic and cultural globalization,Chinese social structure undergone a fundamental change. The construction of the urban community enters into the stage of the rapid development, and the community was given the new life.While traditional community governance mode no longer fit for the modern urban community, community governance is facing many challenges. The diversity of community is increasingly significant, such as diversification of community groups, community needs, community service, including diversity of the way of life and so on. In this process, the relation between the government and the community also had had a subtle change,while the governments leading management already cannot satisfy the diversity of modern urban community development.
