福建农林大 福建农林大学专业硕士学位论文 I I 中文摘要 近年来，中国的城市化进程不断推进，城市居民活动范围日渐扩展，机动化出 行趋势明显，但受土地资源限制，城市道路建设速度却远远跟不上交通需求增长速 度，这使得城市交通供需矛盾进一步凸显，交通拥堵已成为城市现代病。因此，公 交优先战略是城市交通可持续发展、人民生活幸福水平提升的必然趋势。然而，由 于场站基础设施薄弱、配套设施陈旧、运营体制和补贴机制等诸多因素的制约，使 得城市公交发展速度并不显著，造成公交站点覆盖率低、换乘不便、服务水平低， 导致城市公交与其他交通方式的竞争力始终无法提高，公交分担率与发达国家相比 仍然存在较大差距。而公交的吸引力反过来又使得公交优先战略在实施落实的过程 中遇到更多困难。面对我国城市化、机动化的双重压力，城市公共交通的发展任重 而道远。 为了打破中国城市公交优先战略实施的瓶颈制约，切实加快中国城市公交发展 速度，本文以城市公交优先发展理论和居民出行方式选择理论为基础，研究了城市 公交的行业性质和发展规律；总结了国内城市推行公交优先战略的实践经验，用思 维流程分析法找出了城市公交优先战略实施的瓶颈制约；然后参考国外城市公交优 先发展的历史，提炼出了可供借鉴的成功经验；最后从这些瓶颈制约的影响根源分 析入手，针对这些问题提出了一些切实有效的对策和建议。 主要研究结论有： （1）从国内城市推行公交优先战略的实践经验来看，实施公交优先遇到了诸多 障碍，没有达到缓解城市拥堵的预期效果； （2）城市公交优先战略实施后城市拥堵没有得到改善的主要问题在于城市公交 出行分担率没有提高，应以公交分担率取代公交发展规模成为公交优先发展的主要 考核指标； （3）公交投资结构失调、公交规划缺乏系统化、政府职能不明确、公交设施资 源整合度不高、小汽车需求管理不力是目前国内城市公交优先战略实施的主要瓶颈。 （4）为切实有效的推进城市公交优先战略，真正达到缓解城市交通拥堵的目的， 应从公交立法、经营机制、综合规划、设施整合以及提高公交竞争力等方面制定进 一步的公交优先实施策略。 关键词：公交优先；公平性；财政支持；公交专用道；公交引导开发 II II The bottleneck and countermeasures of city bus priority strategy implementation Abstract The urbanization of the China accelerates in the recent years and people expand their daily activity space quite a lot. More people drive around by cars more often but the municipal service facilities are lagged far behind the need by the limited land resource so the traffic jam like a ghost haunt every big city. Building an efficient public transportation system becomes very urgent. Due to the lack of facilities, bad administration and execution systems the public transportation system takes a much lower share in China compared to the developed countries. Bad route design, lack of stations, low quality service, all these factors hinders public transportation system from competing against the others.
