IV Abstract 硕士研究生学位论文（ 3 ） Through the development and the factors affecting the development ability of analysis in population outflow towns of Shunqing District, this paper summarizes the development problem of outflow villages in area population, through comparing with villages′ development of specific conditions in developing areas and successful mode in China， puts forward development idea of Shunqing District, that is villages and towns of its regional brought by the coordinated development of the hinterland of villages and overall. Clear the choice condition and brought in the process of urbanization in the Shunqing District liable to specific tasks, and through industry development and infrastructure support to absorbthe surplus labor village population, gradually becoming population flow patten from external flow to internal an external flow, promoting sustainable development in population outflow region towns. （ 4 ） Aiming at different development capability and development characteristic of Shunqing District population outflow towns, proposed different types patterns of specific village development. Under the guidance of general framework of village development in Shunqing District, this paper proposes three development modes to adapted to different outflow village development patterns，they are central extension mode, the structure of development changing mode and government support mode . Finally this paper carries the general development strategy to adapt to population outflow towns .
