首都经济贸易大学硕士学位论文《北京市城市低保人员就业促进研究》 首都经济贸易大学硕士学位论文 《北京市城市低保人员就业促进研究》 首都经济贸易大学硕士学位论文《北京市城市低保人员就业促进研究》 首都经济贸易大学硕士学位论文 《北京市城市低保人员就业促进研究》 I I II II 提要： 促进低保人员就业是我国构建和谐社会的需要，也是实现低保制度应保尽保目标的必然要 求。自 1999 年颁布《城市居民最低生活保障条例》，我国城市居民最低生活保障制度步入了法制 化轨道。这项制度在保障低保人员的基本生活水平方面起到了非常重要的作用。但是，伴随着最 低生活保障制度的实施，低保人群不断壮大，低保财政支出不断增长。这给国家和社会带来了巨 大的压力。与此同时，低保人员中有劳动能力的人员却占到了一半还多。因此研究低保人员就业， 不仅可以增强低保人员自食其力的能力，同时也有利于减轻国家负担，促进社会稳定和国家改革 发展。 本文通过问卷调查法、数理统计等分析方法，以北京市城市低保人员的就业促进为研究主题， 从家庭规模、年龄结构、文化程度、就业与失业状况、求职动力等方面进行全面细致地分析，并 且从主观原因与客观原因两方面来深入探讨城市低保人员就业率低的原因。本文以实地调查研究 方法为主，结合理论研究和文献资料进行论证，提出促进低保人员就业的合理化建议和措施。 主题词：城市低保人员；求职动力；就业促进 Abstracts: Promoting the employment of low objects is the need of building a harmonious society and the target of the minimum living standard security system. We promulgated “Minimum Living Security Regulations of City Residents” since 1999, the system of townsman of lowest life safeguard steps into a legalized track. It plays a very important role in the basic life for low objects. But, with the implementation of the system, the numbers is growing and financial expenditure is very huge. This brings our country and society a great pressure. At the same time, more than half low objects have the labor abilities. So the study of low objects is not only beneficial to strengthen their abilities, also is helpful for reducing national burden, the stability of the society and the national development and reform. Through the questionnaire survey method and mathematical statistics analysis method, this article takes city low income families as the object, make a comprehensive analysis through family scale, age structure, cultural level, employment and unemployment and job motives, and further discuss the low employment from subjective and objective reasons. Through empirical research method, and combining with theoretical research and literature materials, this article puts forward to some reasonable suggestions and measures of promoting employment.
