PAGE PAGE 26 PAGE 1 能见度不良水域中船舶航行安全研究 [摘要] 船舶行驶在能见度不良水域中，不易及早发现和正确识别来船和（或）航海危险物，即使使用助航仪器，其信息也较间接、抽象，需要航海人员进一步处理分析，可靠性也有一定的限度，远远达不到视觉瞭望时的直观、形象。因而对局面和碰撞危险作出充分估计的瞭望信息较能见度良好时明显下降，甚至会严重威胁到船舶的航行安全。船舶在能见度不良水域中的航行安全研究一直是航运界最关注的话题之一。论文主要针对如何确保船舶在能见度不良水域中的航行安全问题，从船舶在能见度不良水域中的行动规则理解、对能见度不良时船上近距离避让的分析、碰撞事故分析等方面让驾驶员了解船舶在能见度不良水域中发生航行事故的原因和容易引起的疏忽，使驾驶员在今后的航行避碰中避免犯下同样的错误，并提出解决船舶在能见度不良水域中发生航行事故的措施和建议，以保证船舶在能见度不良水域中的航行安全。 [关键词] 能见度不良 航行安全研究 规则 对策 Study of the Navigation Safety of Vessels in an Area Restricted Visibility [Abstract] When vessels navigate in an area restricted visibility, it is difficult to early discover and correctly identify the coming vessels and (or) navigational hazards, the information is more indirect and abstract even if use aids of navigation equipment. Mariners need to deal with it and further analysis of it, and the reliability of the information is limited, meanwhile its vivacity and visual degree is far less than that at the time of visual observation. Therefore the Capability of fully estimate the situation and the risk of collision is lower significantly than that at the time of good visibility, or even the safety of vessels navigation is seriously threatened. The study of the navigation safety of vessels in an area restricted visibility has been one of the topic cared most in the shipping industry. This paper aim at how to ensure the navigation safety of vessels in an area restricted visibility, and its contents include the comprehension of the action rules of vessels in an area restricted visibility, analysis of collision avoidance in short distance at the time of restricted visibility and collision analysis, so that drives can get a better understanding of causes of navigation accidents in an area restricted visibility, and the negligence caused easily ,and can avoid committing the same mistakes in the future. This paper also puts forward some measures and recommendations of solutions to navigational accidents in an area restricted visibility,
