施工单位全过程造价管理和控制 　　 摘要：工程造价管理是项目管理的重要组成部分，且贯穿工程建设的全过程。建设项目“三超”的情况是我国固定资产投资领域中非常普遍的现象。失控的工程造价增加了投资压力，增大了工程成本，降低了投资效益，影响投资决策，极大浪费了国家资产，并容易滋生腐败或犯罪。本文对全过程造价管理的理论与控制方法作进一步研究，并将全过程造价理念用于工程项目施工阶段造价控制中，树立施工阶段全过程造价管理的思想，摈弃后“算帐”的格局，而强调过程控制。 　　关键词：项目管理；工程造价管理；全过程 　　Abstract: the engineering project cost management is an important part of project management, and throughout the whole process of project construction.
