一、Background
CDM （Collaborative Decision Making，协同
决策）是一种在管制部门与运行部门（航空公
司、机场）之间进行协同管理的解决方案，是
用于提高流量管理水平的有效方法。

management between control department
and operation department, as well as an
effective way to improve the flow
management level.
一、Background
机场运行存在的问题：
Existing problems of airport operation:
航空快速发展与空管保障能力不适应
The guarantee capability of ATM cannot fit

交通流量与系统流量不匹配
Traffic flow and system flow don’t match with

信息交互方式落后，运行决策效率低
