浅议铁路的项目全过程造价管理 　　 　　摘 要: 铁路工程全过程造价管理是一项集管理、技术、质量、费用于一体的综合性系统工程, 是一项技术性、专业性、政策性很强的工作, 它贯穿于铁路项目建设前期、交易期、实施期等各阶段。而工程量清单计价模式在铁路项目中的广泛应用, 对铁路项目全过程造价管理产生了重大影响, 并对铁路项目全过程造价管理提出了新的要求。因此, 建立和健全高标准铁路的新工程定额体系; 完善铁路项目交易期造价管理, 则需要完善以工程量清单计价为核心的工程交易体系, 制订与工程量清单计价规范相适应的配套措施, 并完善铁路工程造价信息系统; 同时, 需要加强合同管理,完善过程控制, 并进一步完善与工程量清单计价相适应的市场经济制度, 从而完善铁路项目实施期造价管理。 　　关键词: 铁路工程项目; 工程量清单； 造价管理 　　Abstract: Railway engineering the whole process of cost management is a set of management, technology, quality and cost of an integrated systems engineering, is a technical, professional, strong policy, which runs through early in the railway projects.various stages of the trading period of the implementation period.
