浅议铁路施工企业的项目成本预算管理 　　摘 要 现行铁路施工企业成本预算管理中存在对全过程成本预算管理认识不足，只关注施工阶段的成本预算管理，制定的内部限价脱离企业实际情况，安全事故对成本预算的影响认识不足，工程质量事故对成本预算的影响认识不足，工期成本对成本预算的影响认识不到位等突出问题，针对这些突出问题，本文提出了建立健全成本预算管理的模式、改变内部限价的操作方法、必保施工生产安全可控、树立质量法制观念、加强工期成本预算管理等五大成本预算管理的措施，并加以分析说明。 　　Abstract：Lack of understanding of the cost of the whole process of budget management summary of the current railway construction enterprises cost of budget management, only concerned about the cost of the construction phase of budget management to develop internal limit from the actual lack of knowledge of the impact of security incidents on the cost estimates, the quality of the projectlack of understanding of the impact of the accident on the cost estimates, the duration of cost-to-cost budget not know the place and other outstanding problems, for these outstanding problems, establish and improve the cost budget management mode, change the internal limit, methods of operation, a necessary constructioncontrollable production safety, to establish the quality of the legal concept of strengthening the construction period cost budget management measures of the five major cost budget management, and analysis shows.关键词 铁路工程 成本预算管理 方法 措施 　　Keywords railway estimated project cost management methods and measures 　　中图分类号：F53 文献标识码：A 文章编号：2095-2104（2012） 　　一、前言 　　铁路基本建设投资经历了4万亿元的“跨越式发展”的高潮后，如今进入了 “保在建、上必须、重配套”的“低谷”时期，铁路基本建设投资急剧减少，2012年缩减为4000亿元。铁路施工企业如果要在铁路基本建设投资规模如此紧缩的情况下生存，就必须合理增加利润，降低施工成本，在企业内部全过程、全方位、全面地执行成本预算管理。 　　铁路施工企业能否采用合理高效的全面成本预算管理模式，有效降低企业成本支出，提高企业利润，直接决定了企业能否健康长远可持续发展。 　　二、铁路施工企业成本预算管理中存在的突出问题 　　（一）铁路施工企业对全过程成本预算管理认识不足，只关注施工阶段的成本预算管理。 　　铁路工程项目包括投标签约、施工生产、竣工验收三个阶段，只有将他们有机地联系在一起才构成工程项目管理全过程。现在好多铁路施工企业只注重施工生产过程的成本预算管理，想尽办法控制施工生产过程中的人工费、材料费、机械使用费及其他费用支出，而忽略了其余两个过程的预算管理，导致花费了大量力气进行成本预算控制，却收不到良好的效果。 　　在投标签约阶段，如果根据现场踏勘的资料，参照施工图纸，对比分析工程数量的增减和各个单项工程的利润点情况，进行有针对性的报价，在实施过程中可能减少的工程数量，单价报得低一点，在实施过程中增加的工程数量，单价报得尽量高一点，就可以提高中标后的利润点。例如在某个专用线投标过程中，现场踏勘为一块平地，而招标清单和施工图纸中给了5座泵站，而泵站具体在哪个位置、起的作用等没有明确，经过分析后，这5座泵站有可能要取消，没有实施的价值，所以报价比其他项目低了1
