土地使用权挂牌出让政策剖析 　　摘要：在我国工业化、城市化快速发展进程中，招标拍卖挂牌出让国有建设用地土地使用权工作取得了显著成效。挂牌出让制度兼有招标和拍卖的优点，具有较强的操作性和可行性，在国有土地市场化进程中发挥着越来越重要的作用。但是，不容回避的是，土地使用权挂牌出让制度依然存在一些问题。文章通过对我国挂牌出让国有国有建设用地使用权制度运行中出现的问题进行了分析，并针对问题提出对策建议，希望对相关法律问题的探讨，能起到抛砖引玉的作用，进而达到充分实现国有土地资产价值，促进土地市场的健康发展的目的。 　　关键词：土地使用权；出让；挂牌；建议 　　Abstract: in our country industrialization and the fast development of the urbanization process, bidding, auction and granting of state-owned construction land work the land use right has made remarkable achievement.
