精品 摘要 外汇储备是一国国际储备的主体，也是国际金融领域的重要问题。我国外汇储备自1994年外汇管理体制改革以来迅速增长，从1994年516亿美元，到2008年8189亿美元，2006年3月末，我国的外汇储备已达到8751亿美元，超过日本成为世界第一，截至到2011年12月，已达378623.81亿美元．在拥有巨额外汇储备的同时，我国外汇储备的投资收益率却很低，如何提高外汇储备的利用率便成为 一个迫切需要解决的问题。为了解决这个问题，我们应在满足储备资产流动性和安全性的前提下，以多余储备单独成立专门的投资机构，拓展储备投资渠道，延长储备资产投资期限，以提高外汇储备投资收益水平。 本文正是从这一角度，在借鉴国际上一些国家外汇储备保值增值成功经验的基础上，结合我国的实际情况，具体从币种结构和资产结构两方面来分析我国的外汇储备结构，优化我国外汇储备币种结构及优化外汇储备资产结构的几种可行性，从而为外汇储备保值增值提供对策建议。 关键词： 外汇储备； 保值增值； 货币结构多元化； Abstract Foreign exchange reserve is the main part of the international reserve and an important problem of the international finance field．The foreign exchange reserve has been developed very fast since the reform of the system of the foreign exchange management in 1994 in China．From 51．6 billion in 1994 to 818．9 billion in 2008．The foreign exchange in our country has reached 875．1 billion at the end of March in 2006．This exceeded Japan and became the first of the world．As of 2011 December the foreign exchange reserve is up to 378623.81 billion．China has the huge foreign exchange reserve，but the investment return rate is very low．Facing this problem，we should maintain the safety and liquidity of the foreign exchange. reserve，and extra reserves should be operated to increase the return． This paper is from this angle，on the basis of value retaining and increment of international successful foreign exchange reserve experience according to our situation，to analyze China foreign exchange reserve framework from currency frame and asset frame． It optimizes currency frame and asset frame of China foreign exchange reserve．Therefore，it provides suggestions to value retaining and increment of foreign exchange reserve． 一，绪论 1．1选题的背景与意义 1．1.1选题背景 随着改革开放进程的加快，国际经济一体化的快速发展，中国经济融入了国际经济的大环境之中。当前，国际资本流动规模越来越大、速度越来越快，它一方面促进了世界经济的发展；另一方面也使当今世界的经济动荡甚至金融危机比过去发生得更加频繁。外汇储备是考察一国对外经济的一项重要指标，是指由一国官方持有的在国际收支逆差或本币汇率波动时可以动用的可自由兑换的储备货币和其它随时可转换成为这些货币的资产。持有外汇储备的目的不仅仅是为了保证国际贸易支付，更主要的目的是为了对付资本动荡带来的不利冲击、稳定本国汇率和提高国内外投资者的信心，外汇储备己经成为对付投机资本攻击和稳定国内经济的有力武器。自1994年我
