Abstract With the accelerating pace of technological innovation, globalization of the in-depth, on going efforts by Governments to control and the gradual blurring industry boundaries, a dynamic competitive environment is emerging. In this new environment, enterprises face tremendous uncertainty, ambiguity and the growing strategic discontinuity. These are rapidly changing the competitive nature of the competitive environment and even show a super-competitive features, all strategic actions for constantly being reduced, strategic update to an unprecedented pace, the dynamics of this highly volatile environment constant confusion, non-balanced and high uncertainty. Almost forming a permanent imbalance, which makes enterprises sustained competitive advantage no longer exists. The enterprise faces the environment that is more and more complicatedly, with the fierce change of enterprise environment, the traditional strategy to be able not but to reconsider the strategic formulation. First, because the basis of traditional strategic category premise supposition changes, it has not been able to obtain the competitive advantage display function for the enterprise in the dynamic environment which continues, at the same time, the traditional strategy view also cannot provide the full explanation strength for the new phenomenon in which appears to the enterprise competition.
