I I 摘 要 先进的国家往往必须有一流的大学,一流的大学必须有一流的学科,一流的 学科必须有一流的人才。人才对高校而言,是高校生存之本,是高校办学的主体 力量,是高校发展的希望,可以说人才的优势是高校最大的优势。地方性本科院 校担负着为国家尤其是为地方培养高级专门人才和知识创新、技术创新的使命。 而目前,人才流失是高校最突出的问题之一,尤其是新建地方性本科院校由于办 学时间不长,经验不足,机制不完善,观念陈旧,资金匮乏,其内部人才流失更 为严重,这一问题已成为地方本科院校发展的瓶颈和高校人事管理的一大难题。 文章以省内几所地方本科院校(尤其是LD学院)为例,从剖析地方本科院校 人才流失的状况及特点入手,运用人性理论、马斯洛需要层次理论、公平理论、 期望理论等管理学原理,从外部环境因素、院校内部因素、人才自身因素等方面 分析了造成该状况的主要原因及其对地方发展、院校本身、人才流出者自身产生 的影响,并根据人本管理、激励理论、绩效考核等理论,从管理理念、激励机制、 人才环境等方面对地方本科院校人才流失提出了若干可行对策。 关键词:地方本科院校; 人才;人才流失; II II Abstract Usually a highly developed country must have first-class universities, while a first-class university must include first-rate disciplines which must reserve outstanding talents. For universities, talents are the essentials for their existence, the main strength of their operation and the hope of their development. In a word, the massive superiority in talents is the biggest advantage of a university. The local colleges undertake the mission of fostering advanced professionals and innovation of knowledge and technology for the country, especially for the local areas. However, recently brain drain has become one of the acutest problems in colleges, especially in newly built local colleges, due to the short history of operation, the lack of experience, incomplete mechanism, obsolete concepts and shortage of funds, the problem of brain drain is far more serious, which has bottlenecked the development of the local colleges and become a difficult problem in colleges personnel administration. This paper, taking some of the local colleges (especially LD college) within the province for example, begins with the analysis of the status quo and features of brain drain in these kinds of colleges. It continues to investigate the major reasons which have caused the recent situation from the aspects of external and internal factors as well as the factors of the talents themselves, by adopting the theory of human nature, Maslow’s need hierarchy theory, equity theory and expectancy theo
