I I 公共服务多元供给中的政府责任研究 摘 要 摘 要 当前的社会充满了巨大的机遇、变革和挑战。随着经济全球化的不断发展， 各国也在不断探索变革路径，以实现与政治现实的同步进行。公共服务直接关系 着民众的公共利益诉求，这是政府职责的重要内容。我国的公共服务供给体系经 历过多次的历史变迁，如今市场、社会自治力量等多元主体逐渐实现融合。 多元协同供给服务成为时代变革下创新的趋势。他们在基本公共服务、社会 性公共服务等领域，通过签订合同、购买服务等多种形式实现最优化的供给。然 而随着市场作用的不断扩大，在多元供给服务方面，也存在着政府责任缺失、法 治规范性薄弱、市场和社会发育受到限制等问题。本文的研究主题是通过分析政 府在多元供给服务中的责任现状，以及面临的一些问题和挑战，借鉴西方典型国 家的供给模式，对比我国已有的教育、医疗、社会保障等相关数据。从而重新架 构多元供给服务中的政府责任框架，以此为改善当前公共服务供给效果，加强政 府公共服务责任提供一定的参考。 关键词：公共服务；多元供给；政府责任 作 者：梁 宵 指导教师：沈荣华 II II Abstract The study of government’s responsibility in multiple public services The study of government’s responsibility in multiple public services Abstract Currently our society is facing huge chances, changes and challenges. With the continuous development of economic globalization, many countries are exploring the revolution pathway in order to achieve the synchronization with political realities. Public services are directly related to the public interest demands which are important parts of government responsibility. Chinese public service delivery system has gone through historical changes, lead to the gradual integration of market and social autonomy forces. Multiple collaborative services have become the future of innovation trends. In the basic public services, social services e.g., people are trying to achieve optimized purveyance by signing a contract or purchasing services e.g. With the rapid growth of the market in multi-supply services, however, there are also some issues such as the lack of government responsibility, weak regulation of law and limitations of social development.
