This research based on widespread investigation and study, analyzes the Hebei Province groundwater region water used present situation and the restriction water-saving self-discipline influencing factor thoroughly. Take the water rights theory as the foundation, take raises the water resources use efficiency and the benefit as the core, under the water-saving goal constraint, establishes a set of complete adaptation market economy characteristic the groundwater water-saving self-discipline system. And unifies the actual situation of Hebei Province (Yuanshi County) ,carries on the example computation, determines a set of consummation feasible groundwater water-saving self-discipline system finally.
